They stay small around 6 inches, and only need a 55 gallonish tank.
Try craigslist or a local reef club for a chiller

Chillers are expensive. There are make-shift ways to go about making some but I really think the best thing is to just have a regular one. Depending on the climate where you live you may not need one if the temperature doesn't fluctuate much. Nano chillers are cheaper and easier to have but they will not cool a large tank (duh) Razz and I really know nothing about cowfish but I can assume that none are acceptable for the nano environment.

I actually do not have a chiller. It stays about 65 in my house in the summertime and the fugu are in a room where the sunlight cannot come in and affect the temperature. In the winter a heater keeps the temp just right and it also regulates it at about 67 degrees.
I am lucky that where I live we have a pretty steady climate.

Look for a used one though a reef club and it will most likely be much cheaper than a full priced one.
